Guy has a heart attack whilst in his car, and rots in there for several weeks before being discovered, during which time his car is ticketed a few times.
It almost sounds like an urban myth.

I read the windows were heavily tinted and no one could see in. But there was also no missing person report filed, so his car license plates were not in the system.

The drivers window was cracked open and there is no tinting on a windshield.
There is no smell like a decaying corpse and unless a person's sinuses are completely blown out, there is no way to ignore it. Unfortunately, I've smelled that...twice. It is far reaching and eye watering.
ETA: I see in this story that he was in the back seat. Still...the smell should have been noticed and acted on by whomever was loading tickets on the windshield.
It seems just about normal for traffic wardens.

The only question is whether the authorities will demand payment of the tickets and towing charge from his family.

Not only is it illegal to have tinting on a windscreen at all, it's illegal to have more than slight tinting on the front side windows too. (Saw one of these 'traffic cops' programmes recently where the policeman made the driver peel off the tinting film before letting him drive on, having used a light meter to show it was too dark.)
ETA: Ah, should have followed the link before replying :o -- I see it's in the States. Well, anything's possible there.
Even odder, tickets are usually stuck to the windscreen, which means the wardens looked at the screen but not through it.

Now, if he was on the back seat and had a heard attack, I'll bet he toppled sideways too. Not seeing him becomes more and more plausible.
