Camera Problem

I have a Sony DSC-H9 and it has several flash settings and one of them is 'forced off'. You change it by pressing a flash setting on the wheel and doing it is very simple. I can't remember when I first noticed the problem but no matter what shooting setting I have it on the flash is set to forced off and when I press the wheel to change it I get a message telling me that flash settings cannot be changed. That makes sense for some shooting settings but not all of them. I've changed batteries twice to make sure that wasn't the problem and read through the whole manual and it doesn't tell me more than I already know. The flash won't even go off in a dark room on the auto setting because it shows as forced off there too.

Does anyone have any ideas on things that I could check?

ETA: The flash works on the Twilight setting and I got the error message there because the flash can't be turned off.
