One of my mates wants to design a web site.

Depends how complicated he wants to get.

Some hosting companies offer basic web design stuff along with their hosting packages, and it's very reasonable.

When I was doing the wills business, I used http://www.123-reg.co.uk/ for the hosting and they gave the design tools needed to create the website. As I recall it was less than £100 for the domain name and hosting for a year, with the tools for free.

This is the site I created:

I don't use it now, because I stopped doing the wills, but I was more than pleased with the web part of it and I'd go with them again if I was setting another one up.
