According to the BBC (http://news.bbc.co.uk/1/hi/uk_politics/7943486.stm) there is a suggestion to extend religious hatred protection to serving soldiers. This makes no sense to me. Surely either inciting hatred is banned, or it isn't? What sense does it make to say that it's only banned against certain groups of people?

Any thoughts?
