So they aren't considering an enquiry into how this horrible situation was able to go on for so long without being noticed. Brushing it under the carpet?

Fritzl's reign of windowless terror was preventable. In 1967 he was convicted of rape. That conviction will have been remembered by officials in the town of Amstetten even though it was ultimately deleted from police records. Yet no one raised it as a concern when his daughter ran away from home as a girl; when she disappeared again aged 19 and her father claimed that she had joined an obscure sect; or when he took in three babies that he claimed she had left on his doorstep. Why not?

Amstetten's social services did not ignore the expanding Fritzl family on the upper floors of the stolid grey house on Ybbsstrasse. On the contrary, they visited 21 times, but never reported any anxieties about the “upstairs” children or a father who later told his court-appointed psychiatrist that he was “born to rape”. Why not?

Three times fires broke out at the house, possibly caused by faults in the electrical wiring to the cellar. Three times an inspector called but did not properly investigate. Why not?

Something is very fishy. Maybe it he was buying the authorities off?

Would anyone say that such things happen only here? Compared to this case (http://www.24dash.com/news/Communities/2008-11-25-Sheffield-incest-case-Rapist-father-responsible-for-daughters-seven-children), even reporting should be called transparent (it has its understandable limits, of course).
